Vice President
Ms. Kibby has almost 30 years of Revenue Cycle Management experience, serving in a leadership role as the Vice President of Operations. Ms. Kibby obtained her B.S. degree from the University of Illinois and has been a leader in our organization for the past 25 years. She has led our business with a hands on approach to the daily operations and oversees the strategic management of this organization, developing proven strategies to support the overall success and growth of the services we provide.

Crystal Hartwig
Director of Revenue Management
Crystal Hartwig holds a MPH/MBA with a concentration in Healthcare Administration with CMC (Certificate in Managed Care) and BBA in Accounting. She has over 15+ years’ experience in Medicaid Authorization and Billing; including Project Management; Reimbursement Specialist, Receivables Management Expertise and Training Specialist. As a strategic account manager, she has shown success in building client relationships, improving practices and achieving maximum reimbursement from the healthcare revenue cycle. Her extensive knowledge of the revenue cycle as a whole has developed an efficient workflow of the front end authorization process; with expertise in the complex ICP and MMAI processes and procedure to secure front end approval for critical reimbursement to the hospital. Proficient in Centricity, Epic, Artiva, Image Now, Monarch, Microsoft Word, Excel, Allscripts, Ecare CMS and Claim Source.

John Rademacher
Legal Counsel
Mr. Rademacher has over 25 years of legal experience and over 16 in the healthcare field. Mr. Rademacher obtained his undergraduate degree from the University of Notre Dame in 1985, and after graduation served as an infantry officer in the U.S. Army. Mr. Rademacher received his Juris Doctor in 1991 from DePaul University College of Law and is licensed to practice law in Illinois, Indiana, California and Washington State. He has been active and is a past member of the Board of Directors of the Illinois chapter of the American Association of Healthcare Administrative Management (AAHAM), and the Healthcare Financial Management Association (HFMA). Mr. Rademacher serves as the HIPAA and Compliance Officer and in-house counsel, overseeing the operations of the Law Office of James A. Knepper and GLFS.

Sue Palomino
Director of Billing Operations
Sue Palomino, an expert in Out of State Medicaid, is the Director of Billing Operations at Great Lakes Billing Services. Prior to starting her career at Great Lakes Billing Services, Sue attended the University of Illinois at Chicago and obtained a Bachelor’s degree in Liberal Arts and Sciences. Sue joined the Great Lakes Family of Companies in 1999. With over 17 years of experience, Sue has worked closely in all aspects of Out of State Medicaid, specializing in client relations, authorization and claims resolution and payment.

James G. Knepper, Esq.
Executive Director | Associate General Counsel
James G. Knepper has more than 10 years of experience in the healthcare industry and has worked across all aspects of the Great Lakes organizations. He currently serves as Executive Director of Great Lakes Medicaid, Inc., Great Lakes Financial Services, Inc., and Great Lakes Billing Services, Inc., providing executive leadership and strategic oversight across all three companies.
Mr. Knepper earned his Bachelor of Science in Business (BSB) from DePaul University. Building upon his healthcare experience and a strong interest in the legal and regulatory aspects of the healthcare revenue cycle, he went on to earn his law degree cum laude from the University of Illinois Chicago School of Law (UIC Law). Mr. Knepper is a licensed attorney and, in addition to his role as Executive Director, serves as Associate General Counsel, assisting with legal, regulatory, compliance, and contractual matters affecting the organizations and their healthcare clients.
Throughout his career with Great Lakes, Mr. Knepper has developed extensive experience in healthcare reimbursement and revenue cycle operations, including Medicaid eligibility and enrollment, third-party liability and accident recovery, MedPay, healthcare lien matters, and related reimbursement services. He has successfully managed the organizations’ accident recovery services and is a recognized internal subject-matter expert in this area.
Mr. Knepper also works closely with hospital leadership and client teams on operational strategy, client relations, performance reporting, and the development of solutions designed to maximize reimbursement while maintaining a high standard of compliance and patient service.
Mr. Knepper is an active member of the Christian Legal Society, Illinois State Bar Association (ISBA), American Association of Healthcare Administrative Management (AAHAM), and Healthcare Financial Management Association (HFMA).

Patricia I. Knepper
President & Owner
Owner of a full service healthcare reimbursement company for over 30 years. Patricia's career began as an Emergency Room Registered Nurse at Mercy Hospital. Her interest in helping the uninsured and underinsured began there. Because of this, she assisted her husband, James, in beginning his career in the Medicaid Eligibility field with the Law offices of James A. Knepper. Together, from this beginning, they built this one company into the Great Lakes Family of Companies as they exist today.
